It's a reasonable charge. The city has to process all that water. Someone has to pay for it.
It's unfair to force businesses to pay so much more simply because they have a large parking lot. Small businesses just can't afford it.
It's a fair charge, but should not be sprung on business owners. It should be phased in over three years.
